The present invention relates to a system and method for providing a non-homeowner with a house through a lottery, wherein an entry fee for one Home Sweet Home (HSH) program for an unsold apartment, villa, or private house is collected online or offline from each non-homeowner, an authentication number including an individually encrypted identification code is issued to each participant, the winner of the HSH program is determined weekly in the presence of a public institution through a lottery system, and the HSH program is provided to a non-homeowner who wins in the lottery, so as to give an opportunity of being provided with the apartment, villa, or private house. The system provides, at the spot price, real estate to the weekly winner of an HSH program for an apartment, villa, or private house, thereby solving an individual' s housing problem and reducing an unsold housing ratio. In addition, the weekly winner of an HSH program is determined among non-homeowners who have paid a small amount of entry fee for the HSH program, and the winner is provided with one house among an unsold apartment, villa, and private house according to where the winner lives, so that the vacancy ratio of the unsold apartment, villa, or private house can be reduced.
